A responsive website is one where content optimises according to the screen size. The website can be viewed on any device with any screen size be it a laptop or tablet or even a mobile phone. The website viewing experience is consistent across devices.
A Content Management System (CMS) based website is built using a CMS application like Wordpress or Joomla or a custom built CMS. A CMS based website provides an interface to update the web content for authorised users. A CMS based website can be used for blogs, shoping portals etc.
